11. Will the community where the facility would be sited have a veto?
At the point when the councils will make a decision whether or not to participate in the next stage we would not know where a facility might be sited because that would depend on detailed assessment of a wide range of different criteria. However, it is important to remember that just talking to the Government about hosting the site does not commit the area to hosting it.
It will probably be some years before possible sites are identified. At that stage, the views of the immediate local community would inevitably carry considerable weight when the councils are deciding whether or not to remain involved in this process. They have made it clear that they would not proceed if the local village or area was clearly against the idea.
